Height Raise: what it involves
Tidal flooding in Pinellas has stopped being a once-a-decade event in some neighborhoods. In St. Petersburg's Shore Acres, residents described streets flooding on sunny high tides and most homes taking water in Helene. A wall that sits lower than its neighbors becomes the path water takes into the whole block.
Raising a seawall can mean adding height to a sound wall with a cap extension, or building a taller wall as part of a replacement. Either way, height is regulated. Some cities allow increases only through a hearing, and the wall has to be designed to carry the extra load. This page covers what owners should ask before committing.
When owners look at raising a wall
- King tides or heavy rain plus high tide put water over the cap
- Your cap is noticeably lower than the walls on either side
- You're elevating the house, and the yard grade is changing with it
- You're replacing the wall anyway and want it to last against higher water
- Water came over the wall during Helene and flooded the yard or garage

Cap extension
A new reinforced concrete section is doweled onto the existing cap. It only works if the wall below can carry the added height and load.
Taller replacement wall
New sheets are driven to a higher top elevation, with tiebacks and cap sized for it. Often paired with a full replacement.
Matching neighbors
Even a modest raise helps most when the walls on either side are at a similar height, so neighbors sometimes coordinate projects.
Height rules and permits
The County's Water and Navigation section reviews changes to seawalls, and cities can add height limits or minimums through their own codes. A raise is a change in the structure, so expect engineered drawings and review. South Pasadena's August 2026 hearing on a replacement seawall with a height increase shows that some cities treat it as a special exception rather than an over-the-counter permit.

How a height raise job usually goes
- Get the numbersThe contractor or surveyor shoots the current cap elevation and your neighbors' caps, so you know how far below them you are.
- Check the rulesThey confirm what height your city and the County allow, and whether a hearing is required.
- Check the wallAn engineer decides whether the existing wall can carry an extension or whether a new wall is needed.
- Design and fileDrawings show the new top elevation, transitions to neighbors and drainage behind the wall.
- Build and regradeThe cap is extended or the new wall built, and the yard is regraded so rain drains properly behind the taller wall.
Ask how rainwater will drain from your yard once the wall is taller. A higher wall can trap stormwater if the grading isn't planned with it.
What a height raise costs
A cap extension on a sound wall is priced like structural cap work, while a taller wall built as a replacement falls into the replacement range, which Florida estimates put at about $500 to $1,200 per linear foot. Engineering, survey and any hearing add cost, so ask for them as separate line items.

Height Raise questions
Will raising my wall stop flooding?
It can reduce tidal and surge water coming over your wall, but water can still come around through lower neighboring walls, storm drains or the street. It works best as part of a block-wide effort.
Can I raise my wall without replacing it?
Sometimes. If the wall and tiebacks are sound, a cap extension may be possible. An engineer has to confirm the wall can take the extra load.
How high can I go?
It depends on your city's code and the County's rules. Your contractor should confirm the allowed elevation before designing anything.
