Belleair at a glance
Belleair grew up around Henry B. Plant's Belleview Hotel, built in 1896 as a resort, later known by the Biltmore name. The Belleair Estates development, laid out by planner John Nolen in 1924, turned it into a winter colony. The town incorporated in 1924 and had about 4,300 residents in 2020.
Belleair sits just south of Clearwater on Clearwater Harbor, separate from its neighbors Belleair Bluffs and Belleair Beach, each of which is its own municipality with its own permitting arrangement.
Belleair's waterfront and its walls
More than two-thirds of Belleair's homes were built after 1950, so many harbor-front walls date from the postwar decades. Larger estate lots mean longer runs of wall than on typical canal lots.

Free EstimateWhat Belleair owners ask about most
- Seawall Cap Repair
Postwar caps on harbor-front estates are at the age where spalling is common.
- Seawall Inspections
Long walls on large lots are worth a section-by-section condition report.
- Leaning Seawall & Tieback Repair
Older tie rods on longer walls can let individual sections rotate.
Three Belleairs, three permit paths
Belleair, Belleair Bluffs and Belleair Beach are separate municipalities. Belleair has its own building office, Belleair Bluffs uses SAFEbuilt, and Belleair Beach goes through the County. Seawalls in all three go through the County's Water and Navigation section.
